Skydive Safety Ltd (SSL)  provides safety oversight of its registered Parachute Training Organisations (PTOs) in the UK. Its focus is mainly on Commercial Organisations involved with Tandem Parachuting. It provides recommendations to the Civil Aviation Authority (CAA) to enable the grant of Parachuting Permissions to PTOs in order that they may conduct sport parachuting (skydiving) operations within a legal framework. The CAA regulates parachuting in the UK and has approved SSL to make recommendations in this way. The CAA, in turn, audits SSL procedures.

Recommendations to the CAA are be based on a system of safety audits conducted by SSL to ensure that PTOs conduct their operations in accordance with the requirements of the Skydive Safety Operations Manual (SSOM). The content of the SSOM is based upon CAP 660 as the accepted minimum standard of safety, but in several respects demands a higher than minimum standard in order for PTOs to achieve operational permissions.

The contents of the SSOM, and any subsequent changes to its content, have to be approved by the CAA.
